The Collaborative is initially launching two important projects:

Private Exchange Employer Survey

This survey will help employers understand how their peers are thinking about private exchanges, their timelines for consideration, and what features they view as critical. It will also highlight what types of information about private exchanges are most important to employers. This survey will help develop the baseline for information collected in the RFI described below.

Private Exchange Request for Information (RFI)

This RFI will collect market intelligence about the leading providers of private health exchanges, resulting in detailed information on their financial models. product offerings, technology, business process capabilities, administrative burden, employee support and more. In addition, this market intelligence will help the Collaborative support employers in monitoring the evolution of the private exchange marketplace and determining those most likely aligned with an organization's needs and values.

Step 1: Is a Private Exchange Right for Me?

Primarily a consultative piece, this step allows us to get to know an employer’s current benefits offering. We collect and analyze an employer’s benefit information, and conduct a strategic interview to determine current cost trend, long-term benefits strategies, corporate culture and whether a private exchange is a viable option to produce intended outcomes. Additionally, we will produce a report on how the employer's views and intentions compare to other firms of similar size and industry – an invaluable benchmarking opportunity.

This step also includes the following elements:

  • A market scan allowing employers to see side-by-side comparisons and contrasts between leading private exchanges.
  • An employer decision-support process and RFI output
    • Using national RFI data collected by the Private Exchange Evaluation Collaborative (PEEC), employers will answer a series of questions, which will be “crosswalked” to the RFI. This will help identify which private exchanges should be invited to the RFP step.
